An evaluation of the LEADER initiative, which has now been published, explored this and many other questions. The impetus for the evaluation was the difficulty of making the work of Local Action Groups (LAGs) in rural areas tangible and communicating it in a simple way.

To implement the evaluation, the Ministry of Agriculture commissioned an expert office and worked closely with the five LEADER regions and local stakeholders.
